Development Specialists, LLC is an A- General Engineering Contractor company located in the White Mountains of Arizona. We specialize in site infrastructure construction, project management of residential/commercial site development of infrastructure. Our construction expertise ranges from HOA street pavement preservation to complete commercial/ residential construction development. The principle owners have provided management and overall leadership for a wide variety of large residential and commercial land development master planned communities in Arizona. We are very knowledgeable with applicable construction codes, local rules & regulations, and engineering design standards.
Development Specialists enjoys its unique capabilities in providing both Site Construction and Civil Engineering services for our clients. We offer a full range of professional civil engineering and land surveying services including construction/ developing of infrastructure for residential and commercial lots, master planned communities, subdivisions, golf courses and sports field projects. This blend of efforts allows us to be very efficient and cost-effective with construction decision making, surveying layout, inspection, and field modifications. We also offer a design build (turnkey) and/or construction management approach to construction projects.

He has more than 30 years of experience providing design and project management for the improvements for development projects. His background includes extensive overall leadership responsibilities for numerous master planned land development projects in Arizona.
Kim Butler
Office Manager, responsible for ensuring that all administrative duties are managed efficiently which facilitates the smooth running of the offices. Responsibilities involve a wide range of administrative tasks that includes payables / receivables, contracts, payroll, accounting, and IT related tasks.

He has specialized experience as a equipment operator for Major League Baseball field renovation projects, including all aspects of surveying (GPS & ACAD capabilities) for large scale residential and commercial developments.
